CCLEC Pernamant Secretary addresses the Caribbean Postal Union’s Council of Ministers at the 18th Annual Conference.

Article2The Permanent Secretary (PS) of CCLEC, Mr Paul Hilaire, addressed the Council of Ministers of the Caribbean Postal Union Meeting held in the BVI from the 14-18 September 2015 under the theme “The future Post Union” Postal Harmonisation and Sustainability. The meeting was attended by a high level delegation of Ministers including the Prime-Minister of Sint. Maarten, Chief Minister of Anguilla among others and it was chaired by Dr. the Hon. D Orlando Smith, Premier of the British Virgin Islands.

The PS delivered an address on the ‘Readiness of Customs Toward e-commerce” and highlighted the importance of the Postal Service in the Supply Chain and the need for Post and Customs to work closely moreso with the advent of e-commerce which is expected to top over 300 trillion United States Dollars by the end of 2015. He said that unless these two critical players in the supply chain begin to share information and work closer together more consumers will gravitate toward other courier services that are more business driven.

He further stated that regional Customs administrations have been preparing themselves for e-commerce for some time now and today all Customs in the region have introduced automation of the processes and have employed modern Customs techniques such risk management and post clearance methods which are intelligence driven as opposed to the gate keeper concept of the past.

He updated the Ministers on the current challenges surrounding the technical interoperability with the Customs Automated System developed by the UPN and that of the Asycuda system deployed in most the regional Customs.

The meeting was also updated on the status of the CPU-CCLEC MOU.

In September CARTAC and CCLEC partnered to deliver a much needed and requested training for Customs middle managers. The training was as a result of high level cooperation between CCLEC and CARTAC and has set the tone for future methods for joint training and cooperation between agencies.The training session was opened with remarks from the Comptroller of Customs and Excise department of Saint Lucia, Mr Andy Fernelon. In his remarks he highlighted the importance of training and capacity building and urged participants to make full use of the time and resources at a time when it’s far and few between. CCLEC Permanent Secretary, Mr Paul Hilaire, in his opening remarks expressed gratitude to CARTAC for the joint hosting of this initiative. He also stressed the importance and need for Customs middle manager to develop expertise in the area of management and leadership which he saw as one of the major weakness in regional Customs administrations and the Caribbean societies on a whole. He emphasized the need for greater capacity building and succession planning and development as the building blocks needed for the development of regional administrations.

The exercise which was over two weeks was held at the Rex Saint Lucia hotel. Participants from seventeen separate administrations from across the Caribbean came together to work with experienced management trainer, Andy Argyle from the UK, to concentrate on a range of issues facing modern managers in the workplace, with a special emphasis on the unique and challenging work of Customs in the region.

New Customs Collector Appointed in Cayman Islands

charles_cliffordWell known former government minister and local attorney-at-law, Mr. Charles Clifford said he is very happy to be the Cayman Islands’ new Collector of Customs.

Mr. Clifford, who views “every new challenge as an opportunity”, said on his second day on the job today (Tuesday, 18 August 2015) that his main tasks will be revenue maximization for the Government and ensuring that Customs remains a robust partner with the other law enforcement agencies of Immigration and Police.

In addition, he will concentrate on succession planning and staff welfare. This will include a salary review for junior officers to ensure these officers, who are an integral part of the “excellent staff” in place at the Customs Department, get salary parity with their counterparts in Immigration and Police departments, Mr. Clifford said.

He is looking forward to bringing to his challenging new assignment his considerable experience in public life. This includes 23 years in the civil service (with 17 of them with the RCIPS), his administrative acumen gained including as Permanent Secretary which was followed by four years as Minister of Tourism, Environment, Investment and Commerce.

He also brings to the job his significant legal expertise, the qualifications for which he successfully completed from the Truman Bodden Law School/University of Liverpool, while in office and subsequent call to the bar.

CCLEC attends the 2015 WCO Conference and Exibition

Regional and international delegates assembled at the 2015 WCO IT Conference and Exhibition  took place from May 6th to 8th in Grand Bahama(Free Port). Hosted in conjunction with the Customs & Excise Department of The Commonwealth of the Bahamas, the occasion marked the first time the technology Conference was held in the Caribbean region. The event focused primarily on strengthening links between key stakeholders in the trade process, this being an integral component of the WCO’s 2015 mandate.

The Conference and Exhibition examined both modern IT-related developments as well as the issues which impact the movement of goods and services on the global and regional scale. The feature address by Kunio Mikuriya, Secretary General of WCO at the opening, paved the way for meaningful discourse on sustainable and improved partnerships between Customs and governmental agencies on one part, and the private sector on the other.  Mr. Mikuriya underscored a number of initiatives aimed at enhancing Customs coordination regionally. These included “improved automated transit procedures, data exchange and mutual recognition of Authorized Economic Operators.”

Mr. Paul Hilaire, Permanent Secretary for CCLEC delivered the key note address on the subject “Globally Networked Customs”. This address preceded panel discussions which examined various IT utility blocks used to network customs units in the sharing of information at the global level. The discussions covered the technical, logistical and legislative issues which organizations face together with the methods used to transcend barriers and challenges which are faced. The CCLEC took the opportunity to be a part of these discussions as the Council commissions the development of its own regional trade information system in the fight of commercial fraud.

The award is presented at the CCLEC Annual Conference, though it does not have to be awarded on an annual basis.
