March 2010, CCLEC-WCO Caribbean Customs Enforcement Network Seminar

The annual seminar of the CCLEC- WCO Customs Enforcement Network was co-organized by the CCLEC and the Caribbean Headquarters of the French Customs with funding from the French Embassy to the OECS, the OAS/CICAD, the CIFAD and the French Customs. The meeting which took place from 29-31 March 2010 brought together thirty one (31) participants including three (3) international organizations: Aruba, Antigua and Barbuda, Bermuda, British Virgin Islands, Cuba, Dominica, Dominican Republic, France (Caribbean HQ, Martinique), Grenada, Guyana, Haiti, Jamaica, Netherlands Antilles (Curacao and St Maarten), the Netherlands), St Lucia, St Kitts and Nevis, St Vincent and the Grenadine, the United States (ICE) and WCO.

The meeting was jointly facilitated by Mr Albert Sandy, JIO Operation Manager and Mr Jean-Claude Garric  from the French Customs Caribbean Headquarters.

The WCO was represented by Mr Sincovich, Technical Attaché to the Compliance and Facilitation Directorate.  He made presentations on various initiatives carried out by the WCO on other continents which could be of interest for the Caribbean region (Operation Cocair, CEN, nCEN, CENcomm, Worldwide RILO network, UNODC-WCO Container Control Programme (CCP) and the WCO-Anti Pirating Programme. All the related presentations may be provided upon request by the CCLEC Secretariat.

During the seminar a briefing for the Atlantis 2010 operation was conducted. The seminar was concluded by a workshop building on JIO/CEN successes against false invoicing and smuggling to define the 2010-2011 road map and needs.

It was agreed that partnership and cooperation with non Customs agencies (e.g. Interpol for Stolen vehicles, RSS …) was critical in an effort to meet the challenges of securing our borders.  Several other recommendations were made to improve the operations of the JIO/CEN
