ELO Seminar

Under the auspices of the CCLEC, the French Customs Caribbean Headquarters organized the annual meeting of the Enforcement Liaison Officers in Guadeloupe FWI from April 15 to 17, 2008.  Twenty one participants from the Caribbean countries attended: Antigua and Barbuda, Barbados, British Virgin Islands, Dominica, Cayman Islands, Cuba, Dominican Republic, France, Grenada, Haiti, Jamaica, Netherlands Antilles, Turks and Caicos, St Kitts and Nevis, St Lucia, St Vincent and the Grenadines and the United States.

The French Customs, the French Embassy for the OECS in St Lucia and the CIFAD were the main sponsors of this event.   The seminar had three objectives: (1) review the 2007 Customs Enforcement activity, (2) highlight the role of the Caribbean Customs Enforcement Network in enforcement effort against illicit activities including false invoicing and (3) defined a road map for the CCLEC in the field of Enforcement support since new staff has been assigned by Dominica and Dominican Republic Customs to the Joint Intelligence Office.  The participants also had the opportunity to share their views and discuss salient issues related to IPR, interagency cooperation, partnership with Interpol and participation in the border security operation initiated by the French Customs (Atlantis 2008).

 
CCLEC XXX th Annual Conference 2008

Westin HotelThe CCLEC XXX Annual Conference is scheduled for May 19th – 23rd, 2008 and will be held at the Westin Casuarina Resort, Grand Cayman Island.

The theme chosen for the conference is “Security and Facilitation: the way of the future”. This is aimed at focusing on the nexus between trade facilitation and security and the practical solutions for balancing the competing imperatives of security and trade facilitation in the region.

This conference represents a milestone for CCLEC and it will present an opportunity for the organisation to review its strategic positioning in the region while addressing the global changes which will impact on the way Customs operates in the 21st century.

Additionally, this year CCLEC is collaborating with the WCO in staging a Customs to Business Seminar on Monday 19th and Tuesday 20th May, 2008. This event is expected to promote greater dialogue between Customs officials and representatives of private sector organisations and discuss the Authorised Economic Operator (AEO) concept in particular its applicability for the region.

Integrity Workshop for Caribbean Customs Administrations

Workshop PhotoThe Caribbean Customs Law Enforcement Council (CCLEC) in association with the World Customs Organisation (WCO), the Canada Border Services Agency (CBSA), The Saint Lucia Customs & Excise Department and the Commonwealth Secretariat hosted an Integrity Workshop for Caribbean Customs Administrations in Saint Lucia. The workshop was held from December 10-14, 2008 at the Rex St. Lucian Resorts and was geared to provide the participating administrations with the knowledge to implement integrity programmes within their respective departments.

Integrity is considered as a core value for a modern effective and efficient service and therefore the participants were encouraged to implement measures which will enhance integrity within all customs services across the region. Participants for this workshop were drawn from Antigua, Anguilla, Bahamas, Barbados, Bermuda, British Virgin Islands, Dominica, Grenada, St. Kitts, St. Vincent & the Grenadines, St. Lucia and the Turks & Caicos Islands.

OAS/CCLEC/CIFAD Container Seminar

Containder Seminar 2007

CCLEC in conjunction with OAS/CICAD and CIFAD sponsored a Container Control and Risk Management Seminar from 16-18 October 2007.  It was held at the Rex St. Lucia Hotel, Rodney Bay, St. Lucia and attended by thirty officers from the Anguilla, Barbados, Bermuda, Canada, Cayman Islands, Columbia, Dominica, Dominican Republic, France, Jamaica, Netherlands, Panama, St. Lucia, Trinidad & Tobago, USA and Venezuela.

The feature address at the opening ceremony was delivered by the Honourable Stevenson King Prime Minister of St, Lucia.  Remarks were also delivered by Paul Spenser of the St. Lucia OAS office, Stephane Thomas of CIFAD and Permanent Secretary of CCLEC Mr. Claude Paul.

CCLEC NewsLetterThe latest edition of the CCLEC Bi Annual Newsletter (Issue 1 –July 2007) is now available for viewing in the download section on the website. This edition features some of the major activities undertaken by CCLEC and member administrations during the period January –July 2007. This issue also highlights some of the activities and projects planned for the coming months.

Special thanks to the administrations that provided material for inclusion in this edition.

Hopefully the next edition scheduled for publication in December will feature a lot more of the regional activities and achievements. We encourage readers to make comments or provide feedback on the ways in which the publication could be improved.
